SC#3 Ratification Pre-Brief
Three PMO governance artefacts are tabled at SC#3 on 2026-07-06 for ratification. This pre-brief
consolidates them into a single chair-facing consumable so the Steerco does not need to open four
URLs to open a ratification vote. Best-practice PMO / CTO / EA / SA disciplines applied — the whole
point of publishing this pre-brief is to satisfy all four governance hats simultaneously.

Why a pre-brief exists — best-practice across four hats
- PMO Director: Governance packaging, not new scope. D-SEQ-01 (ratification-first) is honoured — no sprint work committed during the 48-hour window between publication (2026-07-04) and SC#3 (2026-07-06).
- CTO: Regression-swept surface area. All sibling PMO surfaces verified HTTP 200 on prod before this pre-brief ships. No forward-fixing.
- EA: Decision id slots reserved (D-BACKLOG-01, D-SPRINT-01, D-MINUTES-01). Five new RAID rows (R-NZ-01/02/03, R-SANDBOX-01/02) documented as "pending SC#3 ratification" so future readers of RAID_LOG do not think entries were forgotten.
- SA: One artefact stitches three. The Chair does not need to open four URLs to open a ratification vote — this pre-brief is the single consumable.

Three decision id slots reserved for SC#3. Each decision presents options, PMO Director's recommendation, and consequences of approve / defer / decline outcomes. The Steerco may vote each individually or by consent as a package.

PMO Director recommendation
(a) Ratify as tabled. The seven epics respond directly to the Chair's 2026-07-04 outcome request. Attribution intact (Mr Punter originator; WS2 delivery per D110). NZ Phase 3 optionality properly framed with source-hardening committed via EPIC-01a. New RAID rows (R-NZ-01/02/03, R-SANDBOX-01/02) proposed for entry conditional on ratification.

Backlog register frozen as ratified. Sprint AC-1 (NZ market sourcing) starts 2026-07-07. D-SEQ-01 discipline honoured — no work commits before 2026-07-07. Five proposed RAID rows enter RAID_LOG in engagement.tsx via paired follow-up commit.
If deferred
Delivery unit remains on standby through SC#4 window. AC-1 kickoff slips to 2026-07-21. Mr Punter's CM recruitment tooling (EPIC-04) slips one Steerco cycle. RAID_LOG A001 (Series Seed close Aug 2026) unaffected.
If declined
PMO Director redrafts under Steerco guidance. All three current artefacts (backlog, sprint plan, minutes) marked "superseded — see PMO Director redraft" via supersededNote pattern. No forward-fixing on the artefacts themselves per standing rule.

Options presented to Steerco
- (a) Ratify all four sequencing decisions (D-SEQ-01 ratification-first, D-SEQ-02 AC-2 serial not parallel, D-SEQ-03 EPIC-02 with buffer, D-SEQ-04 status as WoW not sprint)
- (b) Ratify with reversal — Steerco reverses one or more D-SEQ decisions (each is individually reversible per artefact design)
- (c) Defer — return to PMO Director for revision
- (d) Decline — Chair rejects best-practice discipline; requires PMO Director rationale
PMO Director recommendation
(a) Ratify as tabled. The four sequencing decisions apply best-practice PMO disciplines (critical-path first, dependency-honest, value-time balance, cadence-respecting, capacity-realistic). Each decision exposes options considered, decision taken, rationale, honest trade-off, and Steerco reversal point. Chair may reverse any individual decision without rejecting the whole plan.
If approved
Sprint sequence Pre-AC → AC-1 → AD → AC-2 → AE-buffer → AE + Standing WoW locked as operating truth. Backlog register already reconciled to match (commit 3bf8a4c).
If deferred
Sprint plan re-tabled at SC#4. Delivery unit remains on standby through SC#4 window (extends D-SEQ-01 further).
If declined
PMO Director required to present alternative sequencing. Aspirational parallel (AC-2 || AD) available as fallback per backlog register 2026-07-04 first publication, with R-CAPACITY-01 (Amber) flagged into RAID.

If approved
Flying-minutes 2026-07-04 becomes the canonical PMO record for the session. Any downstream reference (investor conversations, WS2 delivery briefs, WS7 IR briefs) may cite the ratified minutes.
If deferred
Minutes remain as INTERNAL PMO PAPER pending review. Attribution originator (Mr Punter) consulted before re-tabling at SC#4.
If declined
PMO Director redrafts. Existing route retained under supersededNote pattern (never delete, always supersede) per governance discipline.
RAID Rows Pending SC#3 Entry
Five proposed RAID rows are held in the backlog register's
NEW_RAID_2026_07_04 export awaiting SC#3 vote. Not yet written to engagement.tsx RAID_LOG — that is a deliberate D-SEQ-01 discipline. Entry commits after ratification.

I recommend accepting the serial sequence."

"Mr Punter is presenting to investors in Australia and New Zealand. The pitch shows AU as the demonstrable base case — every regulator-sourced number is AU. NZ is Phase 3 expansion optionality, modelled at 18% of AU with forward-looking labels until Sprint AC-1 source-hardening lands. Five new RAID rows tabled for entry: R-NZ-01/02/03 (NZ hazards) and R-SANDBOX-01/02 (live sensitivity sandbox hazards). Steerco vote to enter these into RAID_LOG."
